1. Consider the possible values of a multi-level voluntary program of certification of health care organizations with respect to their status as continuously learning health systems.
2. Assess the potential values to patients, delivery systems, and new knowledge development.
3. Discuss possible implementation and prominent challenges.
4. Explore incentives for participation and existing models in other fields; and
5. Identify possible next steps, if desirable.
